Using Data to Characterize Distress on Regulated Properties and Housing Providers

A commissioned data project explored the current state of distressed affordable housing in Minnesota to understand full scale of the problem at hand. This report presents the findings of the second phase of the project, a data analysis that examined the 2018-2023 financial records of over 26,000 units of regulated affordable housing in more than 450 projects across the state of Minnesota.

Distress Indicators - Operations and Property Subgroups

A commissioned data project explored the current state of distressed affordable housing in Minnesota to understand full scale of the problem at hand. This report presents the findings of the first phase of the project, which included qualitative interviews with housing providers and other stakeholders in June and July 2024.

Understanding Resident Perspectives on Distressed Properties

Able Endeavors conducted listening sessions with residents living in homes managed by Coalition members. A summary of resident focus groups was shared with affordable housing operators for discussion, and operators reflected on residents’ experiences. This report summarizes the key themes from this engagement, underscoring how society is asking much more of our nonprofit housing providers without sufficiently funding the additional costs incurred.

Unique but not Uncommon: The Loss of 25 Homes at the Dundry House

In May 2024, Hope Community had to demolish 25 units of permanent supportive housing despite its best efforts to preserve the property and protect the stability of tenants. As a case study for the challenges currently facing the affordable housing market, it is critical to understand what happened to the Dundry House and apply the lessons learned to prevent further loss of affordable housing.

Task Force on the Long-Term Sustainability of Affordable Housing

Thanks in part to our Coalition’s lobbying efforts, the Minnesota legislature created a Task Force on the Long-Term Sustainability of Affordable Housing during the 2024 legislative session. The Task Force delivered a report of recommendations to the legislature early in the 2025 session.

Hennepin County Repair + Grow

Hennepin County’s Repair + Grow program provided one-time aid to nonprofit affordable rental housing providers to help stabilize their finances and keep existing affordable units.

Ramsey County Support & Stabilize

Ramsey County’s Support & Stabilize program is providing one-time funding to affordable rental housing providers to stabilize building operations and buffer the effects of higher maintenance costs.
